According to media reports, seven basic funeral services have achieved full coverage across Guangdong Province’s registered population. From 2015 through the end of 2018, Guangdong provided these essential funeral services free of charge for a total of 1.32 million cases, with waived fees amounting to 1.58 billion yuan. Overall, Guangdong ranks among the top regions nationwide in implementing its “people-benefiting funeral policies.”
The Ministry of Civil Affairs has previously proposed establishing a comprehensive system of basic funeral service guarantees throughout all cremation zones nationwide, aiming to achieve equal access to fundamental public funeral services. Under this framework, the government would cover the costs of basic funeral services, thereby promoting greater equity in funeral care.
Today, enhancing the quality of public services and restoring their public‑benefit nature has become a shared consensus between the government and society. Breaking the entrenched pattern of excessive profits in the funeral industry and returning it to its original public‑service purpose is imperative. In my view, not only should basic funeral services such as corpse disinfection, transportation, and cremation be included in the scope of free public services, but prices for optional funeral services—such as cemetery plots, urns, wreaths, and memorial halls—should also be subject to regulation. Government departments, including civil affairs authorities, must prevent exorbitant cemetery prices from becoming an unbearable burden on ordinary citizens.
In fact, many funeral services outside the category of basic offerings harbor inflated profit margins. However, due to the unique characteristics of the funeral industry, its natural monopoly cannot be eliminated quickly. Providing basic funeral services free of charge reflects the government’s sense of responsibility. Yet, the bulk of excessive profits in the funeral sector actually stems from non‑basic services like memorial halls, urns, and burial plots. Unless this major source of profiteering is properly addressed, the public, still grappling with high funeral costs, will continue to feel unable to afford even death or mourning.
To safeguard people’s dignity at life’s end, the government should earnestly fulfill its regulatory responsibilities, increase transparency regarding the costs of non‑basic funeral products, improve mechanisms for monitoring funeral service pricing, and establish a rational pricing framework. If the chain of excessive profits within the funeral industry can be severed and the public‑service nature of funeral products restored, such measures would likely garner even greater public support than simply having the government foot the bill for basic funeral services.

The Municipal Party Committee’s Office of Spiritual Civilization has issued the “Notice on Launching the Online Thematic Practice Activity ‘Our Festivals: Qingming,’” and established a “Cloud Ancestral Rites” online platform. It calls on all districts, counties, development zones, and municipal departments to organize citywide cadres and residents to conduct online memorial activities for revered sages and heroic martyrs, as well as to engage in classic Qingming‑related recitations at home, thereby observing a civilized and environmentally friendly Qingming Festival.
