Abstract
To implement the “Implementation Plan of the CPC Suzhou Municipal Committee and the Suzhou Municipal People’s Government on Strengthening the Development of Basic Public Service Functions at the Grassroots Level” (Sufa [2018] No. 6), the Yongqiao District Civil Affairs Bureau, under the leadership of the District Party Committee and the District People’s Government, has made solid progress in advancing… Township Public Ash Hall In the course of construction, despite numerous challenges, the site‑selection process for the public‑benefit columbarium is nearing completion. However, southern townships—represented by Qixian and Yongzhen—have encountered unique regional issues during this phase.
In the southern townships, construction land quotas are limited, and even fewer parcels meet the specific land-use requirements for columbarium development. Moreover, much of the southern region is underlain by coal-mining operations; local coal‑mining enterprises hold mining rights, so any project implementation would require coordination with these companies.
In the face of obstacles encountered in the site‑selection process for public‑benefit columbaria in the southern townships, our bureau dispatched a team of dedicated staff, led by Secretary Liu Chuanxiang, to conduct multiple on‑site visits to township locations, in coordination with personnel from the district land and resources bureau. Following thorough discussions with the township officials responsible for this work, we acknowledged the progress made while also analyzing the current challenges.
In the face of current operational challenges, Secretary Liu once again conveyed the guiding principles outlined in documents issued by the District Party Committee and the District Government, shared successful site‑selection experiences from other towns, and put forward recommendations to broaden our approach. Specifically, he suggested that, given limited land resources, we should prioritize the construction of public columbaria to first address the lack of publicly accessible burial facilities within our jurisdiction.
To date, our district has fully completed the site selection and surveying for public‑purpose columbariums and has entered a new phase of blueprint design and construction. (Qiu Haimei, District Civil Affairs Bureau)
