    Abstract

    To implement the spirit of instructions from the Municipal Party Committee and Municipal Government regarding funeral management, as well as the requirements of the 15th expanded meeting of the Municipal Government’s Party Leadership Group, the Maoming Civil Affairs Bureau convened a working meeting with member units of the Municipal Funeral Reform Leading Group on the afternoon of June 9. The meeting summarized progress in funeral reform efforts, analyzed existing problems, and discussed a special action plan to increase the city’s cremation rate, ensuring effective implementation of all work objectives. Zheng Dongya, Secretary of the Party Leadership Group of the Municipal Civil Affairs Bureau, and Deputy Director Li Guoliang attended the meeting. The meeting conveyed directives from the principal leaders of the Municipal Party Committee and Municipal Government concerning funeral management, along with the spirit of the 15th expanded session of the Municipal Government’s Party Leadership Group. It reported on the city’s funeral management activities since the beginning of this year, identified current challenges, and set forth specific tasks related to launching a special campaign against illegal cemetery construction, intensifying infrastructure development for funeral reforms, strengthening public awareness campaigns promoting new customs, and accelerating the establishment of public-benefit cemeteries. Subsequently, representatives from member units of the Municipal Funeral Reform Leading Group exchanged views on the proposed plan to raise the city’s cremation rate and offered suggestions for revisions. The meeting emphasized the importance of fully recognizing the significance of funeral reform, adopting a problem-oriented approach, and addressing shortcomings such as inadequate infrastructure. Participants were urged to align their efforts with practical realities, clearly define goals and tasks, accelerate funeral reform initiatives, and reverse the passive, lagging state of funeral management. Furthermore, they were encouraged to enhance overall coordination, leverage collaboration among members of the Municipal Funeral Reform Leading Group, pool resources, resolutely eliminate outdated burial practices, and foster a culture of civility and modernity. The meeting called upon all relevant departments to earnestly implement the spirit of the municipal conference, focus on key reform priorities, actively coordinate with higher-level authorities, formulate concrete and feasible reform measures, vigorously address prominent issues in the funeral sector, comprehensively advance integrated governance of funeral reform, and strive to usher in a new phase of funeral reform. Leaders of the Municipal Civil Affairs Bureau, responsible officials, heads of relevant divisions, and principal representatives from member units of the Municipal Funeral Reform Leading Group attended the meeting. It called for aligning efforts with practical realities, clearly defining objectives and tasks, and accelerating the reform process to reverse the passive and backward state of funeral‑service administration. Furthermore, it stressed the importance of strengthened overall coordination, leveraging the collaborative synergy among member units of the Municipal Funeral‑Service Reform Leading Group to pool resources and resolutely eliminate outdated and harmful funeral practices, thereby fostering a new culture of civility.
